After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on the application of emissions trading system home and abroad, combined with the actual situation of the socio-economic development, environmental protection and the other relevant systems in Hebei Province, this paper designed 5 kind of COD emissions reduction transaction scene, according to total amount control, quota allocation, compensable use, transaction index, valid period and emissions license. It also analyzed key problems and solving thoughts of these 5 kinds of scene, and presented strategy and suggestion of Hebei Province promoting COD emissions trading. The conclusion was that in the process of promoting COD emissions trading pilot project, Hebei Province can solve important key problems of COD emissions trading.
