Abstract
The various levels of professional communication required to develop standards that meet national and regional needs are addressed. In particular, the Pacific Rim region is analyzed for its potential as a cohesive community that can support common telecommunication standards before international standards bodies. The authors also discuss barriers to regional cooperation and the strategic role the United States might play in establishing a Pacific Rim telecommunications community
