Abstract
In the early stage of the emergency response process, fast disasters assessment is the foundation and key step of decision making and emergencies management. This paper describes the importance of disasters assessment and information management in emergency decision with the incomplete, fuzzy, noisy emergency information. We also discuss how to process the incomplete information and make fast disasters assessment using data mining technique and rough sets. Finally, we introduce the multi-criteria decision making theory to optimize the decision making and minimize the emergency damage.
