After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The seeds of the vegetables were soaked and the plants were watered and sprayed by the cotton stalks pulping waste liquor, which was fermented by bacillus subtilis. From the result of the observation and comparison, It was concluded that the bioconverted liquid which was appropriate times has a good effect on seed germination rate.
