Abstract :
The enthusiasm for universal personal telecommunications (UPT) that integrates landline and wireless, voice and data, has stimulated much discussion and some hopeful expectations. Early standards work in service delivery description has begun to identify those services that can be realistically anticipated in the mid 1990s. The analysis focuses on the difference between inbound services, outbound services, and the portability of these services, and shows that it is in the realm of portability that the most severe constraints will be experienced
