Abstract :
The authors develop analytical models to study the dynamic behavior of handoff algorithms based on field-strength measurements in a fading environment. These models quantify the behavior of the handover algorithm as the mobile moves from one base station to another. The performance is measured in terms of the probability of correct handoff decision and the delay in handoff. The effect of algorithm parameters like averaging length and hysteresis level on these performance measures is determined. These factors interact and it is important to understand the optimizing relationships. The analysis is carried out in terms of level crossings of a stochastic process which is the difference of two processes, each representing the signal strength from a base station
