Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Influenced by operation mode "storing clear water and releasing the muddy" of three gorges dam, fluctuating belt, covers 348.93 km2, has developed in the three Gorges reservoir area, which resulted in a series of eco-environmental problems, such as environmental pollution, soil erosion, ecosystem degradation, etc. Ecological restoration for fluctuating belt is becoming the advanced scientific filed. So, based on the typical area investigation and current status analysis, cascade ecological restoration strategy was brought forward.
