After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Rainwater is supplied to landscape water in a certain eco-area to balance its water quantity. Quality of the landscape water is rehabilitated and maintained by water circulation and ecological treatment. Quantity of the rainwater which can be collected and used as water resource in the area is calculated. The principle, flow, and main design parameters of the ecological treatment system including the constructed wetland are discussed in detail.
