Abstract
Reconfigurability is one of the key technologies for systems beyond 3G. Reconfigurable terminals facilitate seamless roaming between access networks offering different QoS capabilities. The management requirements to control the reconfiguration process of terminals are analyzed. Accordingly, a supporting network element and subsequent software architectural design are proposed. In particular, the components allowing for soft handovers are addressed. In addition, features to shorten the service outage time at mode selection are also described.
