Abstract
The development of new energy, driven by the development of New Energy Science and Technology (NEST) in the final analysis, is significant to environment via optimizing the energy consumption structure. This paper summarizes the characteristics of NEST activities of being hi-tech, social, team-based and stimulated, and systematized. Based on the NEST features, the paper also proposes the government functions as macro-planning, guiding and serving, promoting NEST cooperation between China and other countries, and encouraging new energy market development. Finally, macro-approaches for policy makers to NEST development in China are made as following: establishing special institutions and legal system of NEST development, planning NEST long, medium and short-term development, providing NEST development guidelines, and speeding up NEST commercialized by guaranteeing new energy products standardized, keeping suppliers´ enthusiasm for supplying new energy products, and strengthening users´ enthusiasm for adopting new energy products. These macro-approaches are of great help to Chinese government to play better functions in the process of NEST development.
