Abstract
The objective of this paper is to review and analyze the proposals made by the European commission on spectrum management under the eCommunications in order to present their implications for the development and adoption of Mobile TV in Europe, highlighting the importance of spectrum policy as enabler of future businesses around spectrum usage and multimedia services. The article examines the opportunities that the proposed changes offer to the industry, presenting the different business scenarios that could arise as a consequence of the regulatory framework review and its implication for mobile and multimedia services value chains and involved agents strategies.
