  • Abstract
    Emergency response plans play an important role in the response to emergency process, but how to evaluate emergency plan is currently no systematic approach. An in-depth study of emergency response plans is conducted about the establishment of processes and basic theory in this paper, on the basis of which, a fuzzy evaluation model is presented, this mode links the time of the emergency disposal in the form of Membership with the quickness of Emergency response time to present a evaluation model of high standard and give a selection-based evaluation function. The experiment results prove that the model can help to evaluate the time factor of the emergency disposal efficiently, thereby provide the basis for dynamic adjustment for emergency response plan and provide valuable support for decision-makers.
