Abstract :
The development of low-carbon economy is a choice of economic development model, which involves the adjustment of energy and industrial structures as well as technological innovations. A series of economic, policy and technological means of the low-carbon economy model will lead to considerable savings in energy use, optimization of energy structure, and restrain of environmental pollution. The development of low-carbon energy is an important way in China´s pursuit of sustainable development. Systomatology will help us correctly understand and accelerate the progress of low-carbon energy economy. This paper reveals the connection between the low-carbon economy paradigm and the reconstruction of a new energy system, analyzes the technological system and the funding system of low-carbon energy as well as its policy system which includes legal, administrative and economic policies. The paper concludes that Chia´s low-carbon energy system should be developed on the basis of cooperation between institutions and market technologies.
