Abstract
In this paper, landform and other geologic environmental factors are analyzed by Fuzzy Synthetic Evaluation Method. By using the non-binding characteristic of repeater radiation frequency, specific terrain constraints are introduced, and the cost function of the Fuzzy Synthetic Evaluation Model is constructed. Hence, the restrained communication covering problem with the optimal locations and numbers of repeaters in 3-dimensional space could be solved.
