Abstract
The flexibility of video transmission and decoding has been greatly enhanced by Scalable video coding (SVC). But the coding complexity is also increased because of the inter-layer prediction mechanism. To solve this problem, we propose a fast mode decision algorithm for intra prediction. First, we simplify the process of inter-layer intra prediction using the statistical mode distribution of the enhancement layer, then we further accelerate the encoder by optimizing the process INTRA_BL. Results are shown using four resolution layers (1080p, 720p, VGA and QVGA), two temporal layers and two quality layers. It is found that the proposed algorithm can reduce the computational complexity significantly while improving the encoder efficiency.
