Abstract :
This paper describes an efficient algorithm for including harmonics, flicker and voltage sags in developing a tariff or contract between utilities and customers. It includes classification of loads, assessment of damages to load groups in power quality limits violations and therefore design of contract. The proposed procedure is used in Iran for industrial and commercial customers but it is applicable for residential loads
