    This study explores the way in which the New Zealand public sector is approaching the development of a national knowledge economy through its use of knowledge management, information and communication technologies (ICT), and social capital. To date, public sector knowledge management initiatives have largely followed an ICT-based approach, but there is growing awareness of the need to address the cultural and organizational aspects of knowledge management, including the role of social capital
