Abstract
A channel assignment problem is to develop efficient channel assignment schemes that can maximize the number of calls served in cellular network systems. This problem is one of the most important problems in the design and operation of cellular networks. But the non-uniformity of demand (or traffic) in different cells may lead to a gross imbalance in the system performance. So, the system should be able to cope with such traffic overheads in certain cells. Previous schemes with one threshold have a redundant channel borrowing problem. However, in our scheme, the problem of such redundant channel borrowing and imbalance in the system performance is solved using two thresholds
