Abstract :
A short-term and potentially cost-effective solution is proposed for tactical radio communications in military operations in urban terrain (MOUT) for the Royal Netherlands Army (RNLA). Measurements and computer simulations presented show that on average, outdoor ranges in MOUT as attainable with RNLA´s current VHP (very high frequency) combat net radio (CNR) system are limited to approximately 1.5 km. Economical and technical feasible modifications of the present system to overcome these difficulties have not been identified. The alternative proposed is a CNR emulation over 2.5G mobile networks, using VoIP-over-GPRS (voice over IP-over-general packet radio service) and portable relays. Advantages and drawbacks of this solution are dealt with. Plans for a prove-of-concept to be performed in cooperation with RNLA units are presented. Finally, the system perspectives of this approach to meet military requirements and its position in a future global information grid (GIG) transport infrastructure are considered
