Abstract :
Based on the theory of Complexity Adaptive System, we attempt to study the emergency management system of public accident through evolutionary game theory and simulate the evolutionary game. Evolutionary game theory is based on boundedly-rationality, takes the community as the research object, and it provides the decision-making basis to the emergency management system of public accident.
