Abstract :
The Midwest ISO has developed a process to design conceptual transmission expansion plans based on economic justification and not reliability justification. The process is outlined in this paper along with the information used to make decisions in the process. Preliminary results indicate that it may be possible to construct transmission for to serve multiple generation scenario futures and that the benefit to cost ratio would be positive.
