Abstract :
This research is a first step toward a framework for implementing open source software in public administrations. Based on the analysis of several previous projects of implemantation of open source software in the public administrations of European countries - both sucessful and unsucessful - it addresses areas crucial for creating well-defined policies and success of implementation: understanding of legal, economic and societal aspects of open source software.
