Abstract
It is shown that, independent of the polarization of the observations, absolute values and fluctuations of the sea surface brightness temperature due to changes in the spectral characteristics of ocean short waves depend sufficiently on the difference between the sea water and air temperatures, that is on a condition of atmospheric stratification. An analysis of the obtained results has shown that under fully developed sea wave conditions and under neutral and unstable atmosphere a near surface wind speed and simultaneously a water temperature may be unambiguously determined by bi-static or dual-polarization microwave radiometer observations
