Abstract :
We first present theoretically that local economic development on the one hand, would result in a fragile ecological environment, waste use of water resources and lead to increase of disaster losses; on the other hand may enable government to take measures to prevent disasters and reduce the drought risks; next we take North China as a case and adopt panel data to analyze impact of national income on drought. Results indicate that on the contrary with points of civil qualitative literature, GDP per capita plays negative role to drought risks in North China, and economy development could realize double goals of reducing drought risk and eradicating poverty.
