Abstract :
It is important for situation management systems to represent the state of the sensing infrastructure in a systematic way. The state and extent of the sensing infrastructure varies over time due to planned improvements, intentional attacks, as a side effect of a disaster, or due to deployment of mobile sensing equipment. In this paper we describe how variability in the sensing infrastructure can lead to erroneous situation identification. We propose the use of infrastructure situations to capture the context by which other situations and their evidence are referenced
