Abstract :
It is pointed out that, as the demand for use of the radio spectrum increases, methods of accommodating more users and uses are being found. Both technical and operational improvements have been increasing the ability to accommodate greater demands; in effect, increasing the supply. But the increased supply results in even more increase in the demand. It is suggested that, in the future, spectrum planning must not only consider how to increase the supply but must find ways of ensuring that alternatives to the radio spectrum are appropriately used to satisfy communications requirements
