Abstract :
The author reviews the development of optimum frequency assignment programs, presents the evidence that they will improve efficiency of service band use, and suggests ways that the spectrum management community can capitalize on these opportunities. The assignment program has been used to simulate a number of frequency assignment strategies for a variety of scenarios. The general procedure for such studies is described. It is concluded that the technology exists to use radio service bands efficiently by correctly choosing the specific frequency assigned to each requirement so that the group of all requirements uses the minimum total bandwidth. It is noted that present administrative procedures do not provide for the use of the technology, and that changing these procedures would result in more efficient use of the spectrum
