Abstract :
Talent aggregation in a particular region - as a result of talent flow - plays a significant role in promoting regional advantages. For developing countries, it is a gradual process to bring the regional advantage of late-development (RAL) into full play through enhancing regional talent competitiveness (RTC). Based on a case study of Dalian High-tech Zone, China, this study elaborates upon the coevolution between talent flow and RAL, the contribution of enhanced RTC to the improvement of RAL, from the following 4 aspects: talent attraction, talent fostering, talent deployment, and talent development; and it also points out that the factors contributing to RTC, as well as the internal mechanism of promoting the upgrading of RAL, bear features different from those arising from existing findings.
