Abstract
This paper tries to built a grey relational analysis model for local government public service evaluation and obtain the key factors influencing local government public service. This model selects twenty-eight sub-factors from eight fields including public education, culture, sports and media, social security, public health, public safety, scientific technology, environment protection and public infrastructure. Then, we find that rate of registering unemployment, percentage of expense for public education in budgetary revenue, hospital beds owned per 10000 persons, collections in public library owned per 100 persons and percentage of expense for environment protection in budgetary revenue are the key factors influencing public service. According to the analysis, this paper gives some suggestions for local government to improve public service in the end.
