Abstract :
The article highlights that there are common problems that relate to software engineering (SE) world wide. However, there are also significant structural differences in the ways licensing and certification are treated in different countries. The British Computer Society (BCS) is used to illustrate the situation in Europe. Finally issues are raised that the author believes need to be addressed on a global scale
