Abstract :
The electromagnetic oscillations (e.m.o.) have a wide frequency range: from tenth parts of Hz (the infra-LF oscillations in a plasma of near space) to 1020 Hz (for the γ-radiation). The electromagnetic radiation (e.m.r.), whose sources are molecules, atoms and atomic nuclei have a quantum character caused by terminating of energy of the radiating object. A durability of molecule, atom and atomic nucleus radiate processes is 10-10...10-8 sec. The radiate process in resonators may continue even 10-3 sec. There are, for example, 105...107 oscillations of the EM field intensity per one radiate act with frequency 10-15 Hz. Therefore, the e.m.o. of the first radiate act may be considered as a narrow-band process. During the interaction of e.m.o. with substance the power of EM field in substance is created by e.m.o
