Abstract
Higher education has long been recognised in various parts of the world. This paper is to determine the characteristic of mass higher education in the world. Based on the comparative perspectives, it analyzed 42 mass higher education countries in 2006 by the test of regression model´s hypothesizes, significance of regression relationship and the goodness of fit, then made comparsion with China. It indicated that in the different periods of mass higher education, the impact of factors of higher education are diffderent, reflecting mass higher education is a process full of unpredicated factors. The mass higher education is a system full of adaptive changes. As a developing country, the way of mass higher education in China has its own particularity becauze of its profound and complex changes in society, coupled with the advancement of political policies and cultural traditions. It recommended us to gurantee the policies compatible with the development of higher education, making policies and system of higher education more scientific, rational and comprehensive.
