    Through study on political commissar system and discussion of double leading cadres´ responsibility system in the army or in enterprises, this article finds out the universality. That is, one is the head within the field of ideology and the other is the general director within the field of physical form. The two not only support each other, but mutually restrain. They respectively start out from different fields and perspectives, serve for a common whole and ultimately lead the whole to achieve success. The author of this article attempts to explore to take it as the supplementary form of existing drawback in modern Chinese corporate governance structure.
