  • Abstract
    Bit allocation is a classical problem for variable bit-rate video coding. In this paper, we address the special issue of a bit allocation optimization algorithm for low bit-rate video coding based on the existing research on MPEG. We have proposed a new optimization algorithm for low bit-rate video coding in perceptual and implemented this algorithm in our H.324 videophone system. We found it more acceptable than the existing algorithm for MPEG after a great deal of subjective testing
