Abstract
The present-day theorists study higher education of the disabled particularly from the perspective of social welfare and social justice. It is a new subject to carry out the study from the perspective of human capital theory. The disabled who accept higher education is an important part of the human resources, and they can create more social value to society far beyond the investment to them. That education policymakers and society think about higher education of the disabled from the perspective of human capital has an important theoretical and practical significance.
