Abstract
Next Generation Network (NGN) trends to be a converged network with the property of heterogeneous access. Meanwhile, All-IP framework is proposed to be applied in NGN. All-IP heterogeneous network requires an efficient mobility management scheme so that reliability and efficiency can be guaranteed, a new mobility management framework that appends new functional entities on the edge of access network is proposed for NGN in this paper. By the utilization and modification of PMIPv6 protocol with IEEE 802.21 protocol as communication and control tool. A feasible and optimized handover signaling procedure is also proposed to adopt this new architecture. The performance enhancement is shown by theory modeling and performance analysis.
