After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Scientific research is one of the basic functions of military academies. Constructing quality management system is an important way to enhance scientific research quality of military academies, and applications of this system are the strategic decision made by leaders of military academies, which must take into account the realistic condition in military academies. Constructing and carrying out the quality management system can bring huge profits for military academies.
