After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Aero-engine is the heart of an aircraft, and its production quality is the soul of the aero-engine. The production quality of aero-engine is achieved in the process of design, manufacture and management. The key way of promoting the production quality is to improve the design quality, manufacture quality and reliability management. How to format and realize the above key way is introduced in detail in this paper.
