The paper totally analyzes the building process of quality management system for armored equipment maintenance, taking WuLi-ShiLi-RenLi (WSR) as an instructing mode on high level for quality management and taking Lean Six Sigma (LSS) as an effective quality improvement and control method. Firstly, integration of WSR and LSS is analyzed. Then WuLi of building process from contents and processing methods is analyzed. ShiLi of building process through three phases as setting goals, putting forward concept, and carrying out concept, is provided. And RenLi of building process from smoothing relation, harmonizing interest, personnel management and training, and quality culture is given. Lastly DEA method is applied to evaluate the running efficiency of the system.
