Abstract :
The importance of reliability as a measure of the quality of electric service has risen dramatically in recent years. Significant resources have been targeted to improve and maintain the level of reliability. Monitoring the improvements and trends in reliability has proven difficult. This is largely due to the sensitivity of the electric system performance to weather, and the high variability of weather related phenomena such as lightning and wind.
