Abstract
To improve government objective performance, the Shenyang´s government objective performance is taken as research background, the objective performance evaluation model for government is established. On the basis of analyzing goal location for performance, the index system for performance evaluation is established, varied disposing modes driven by varied goal location for weighting coefficient and multiindex integrating is analyzed. The disposing method for single index value of economic and noneconomic category index are respectively introduced, the combination technique of absolute value and relative value is especially studied, and the dimension eliminating method for index value is given. During the integrating of multiattribute evaluation, rank correlation analysis method is studied, and the conventional ´scatter degree´ method is especially adapted, and they are respectively applied to generate weighting coefficient for level one and level two index; Then, the integrating method of multiindex is studied. The above performance evaluation model is applied to the practice of Shenyang´s objective performance evaluation, and the result validates the validity of above model.
