Public policy models in conflict: regulatory decision-making and the blue crab fishery in Virginia

This case study of the process by which regulations for the blue crab fishery in Virginia were passed in January reveals the difficulties inherent in the policy making process within a democratic context, difficulties that affect not only decision-making but also the process of design and of analysis
