Abstract :
Fundamental changes in public management are necessary as approaches shift to performance-based management. Academia offers useful insights to the problems facing public managers. Early experience with the Government Performance and Results Act provides additional insights into the process. An experienced line manager´s interpretation of the academic literature and the recent experience suggests both practical suggestions and cautionary notes.
