Abstract
In this paper, we present a new bit rate estimation scheme which determines a bit rate for each subclass in a sequence. A sequence is subclassified by hierarchical clustering using the parameter value extracted from each frame. The representative frame of each subclass is used to estimate the bit rate based on a statistical analysis and mathematical model. The proposed scheme can reduce the bit rate while maintaining the target quality in IPTV services.
