Abstract :
This paper addresses the external factors and resources, which play an important role in the development of entrepreneurship, small and medium-sized enterprises, summarizes the best practices of the U.S., and finally provide correlative advices and measures for the development of entrepreneurship in China. The paper mainly uses analytical and comparative methods. Analytical method indicates that existing problems of entrepreneurship in China nowadays are described and analyzed; comparative method indicates that the best practices of entrepreneurial environment in the U.S. are reviewed and summarized. Through analyzing entrepreneurial environment of China, it is understood that entrepreneurial environment became more difficult factors than internal factors; and it is also found out difference between China and U.S., in which best practice of U.S. should be used for reference. It is noticed that solution found in practicing by trial and error may be myopia, incomplete and time wasting, however, a long-term, complete solution could be found through comparison between China and U.S..
