Abstract :
Small and medium enterprises (SMEs) are different from big enterprises. SMEs have their own special attributes and management keystone, and their enterprise strategy also has a fuzzy attribute. This article scientifically established an index system on core competitive competence of SMEs, in view of the special attributes of SMEs strategy and based on a deep understanding of the essence of SMEs´ core competitive competence. Using Analytical Hierarchy Process and fuzzy control theory, it established a two-stage strategic decision making model for SMEs. This model can develop the core competitive competence for SMEs, make enterprise development strategy clearer and enhance the effectiveness and scientific attribute of the SMEs decision making strategy.
