Abstract :
Many countries are currently restructuring their electric power sectors. Moreover, some of them are in the process of privatizing their electric power utilities, unbundled or not. Most of these countries face the problem of higher than average technical and non-technical distribution losses. Parties involved in these processes might be interested in computing a reasonable and reliable estimate of the losses for different purposes such as reconfiguration of viable distribution entities, preparation of a realistic financial and load forecasts, development of business plans and presentation of business cases for prospective bidders. The proposed approach to compute distribution losses without the complete set of data has been recently used in one project in Africa. The work describes this experience in a general way, with emphasis in the advantages, disadvantages, and difficulties associated with the initial application of this novel planning approach.
