Abstract :
The author poses several questions related to distribution network performance: what is the current performance? Can we measure it and if so, how? Is it good enough? How can it be improved? How much will it cost? What are our returns? In answering these questions the author concludes that whilst each network must be judged on its merits, there is a general need to improve their performance over a range of inter-related issues. In order to determine the correct approach for any particular network the following must be done in sequence: measure existing performance; compare against business objectives; determine the most cost effective response; implement the required improvements; and audit the outcome to determine whether they have achieved the objectives. It is only when the outcome from the audit is positive that it can be said that the network performance has been enhanced
