Research of City Operation Early Warning and Emergency Management Based on the Digital Municipal Administration and Command Framework

Beijing,as a super city,require to innovate the management strategies to adapt the demand of constructing and supervising a modernization cosmopolis.And this is a critical topic in front of all city managers.Transforming the traditional city operation pattern by information flow rebuilding and constituting a new city manage model will be useful to enhance the work efficiency greatly,cause the responsibility clearer, the duty more explicit, the work process legibler,and it would be an advantage not only to the government but also the residents.This research may provide a new view for city operation and development.
