Abstract :
To support the decision-making on coordination process for aviation projects, a multi-project priority assessing method based on fuzzy comprehensive evaluation is presented. A bi-layered hierarchy model is introduced to determine the set of factors for priority assessment at first. Then the weight of each involved factor is calculated through analytic hierarchy process (AHP), which merges human experts´ know-how into the computation. On the other hand, the fuzzy weighted average operator is chosen and improved to maintain the information completeness covered by those inner and outer factors. Based on the weight and operator, the matrix for priority comprehensive evaluation is constructed following the two-step fuzzy operation strategy, by which the project precedence is obtained. Finally, algorithm verification based on two aircraft assembly projects is carried out step by step, proving the effectiveness of the method.
